Job Purpose:

We're looking for a highly skilled and motivated professional to be our Assistant Manager – Group Regulatory. The successful candidate will ensure compliance, drive economic analysis, and act as the key liaison between the Group and regulatory authorities, ensuring the Group is compliant with applicable regulations, licenses, and agreements executed with regulatory bodies.

The Job:

  • Market & Economic Analysis: Perform detailed market assessments, analyzing competitive conditions (Mobile, Fixed, Broadband, TV and Digital Services), and evaluating the economic impact of regulatory changes (e.g., spectrum auctions, licensing terms) on our business model and investment decisions.
  • Strategic Advocacy: Prepare robust economic arguments and evidence for regulatory proceedings, disputes, and public consultations. Conduct economic analysis of proposed tariffs and promotions to assess compliance and anti-competitive risks.
  • Regulatory Monitoring & Advice: Keep the Dialog Group abreast of local and international regulatory developments/trends. Interpret regulations, license conditions, and directives to provide clear, risk-based advice to internal stakeholders and management.
  • Compliance & Administration: Ensure the timely renewal of licenses and payments of regulatory fees. Manage the end-to-end agreement execution process, including Board and BOI approvals, post-execution formalities, and maintaining due records.
  • Stakeholder Engagement: Act as a representative/liaison with key regulatory bodies, maintaining a good working rapport. Attend, follow through, and resolve regulatory issues, including participating in litigation matters.
Entry Requirements

The Person:

  • Education: A Degree in Economics, Finance, Engineering, or Law is required.
  • Professional qualifications in finance, economics, or law are highly desirable.
  • Experience: 3–5 years of related work experience.
  • Expertise:
    • In-depth understanding of the principles and application of economic regulations, directives, guidelines and codes
    • Knowledge of precedents, legislation, codes, and regulations applicable to the Telecommunications Industry and Digital Services
    • Strong understanding of key economic concepts and their applicability to telecom/digital services regulation and policy issues in the telecom/tech sector.
  • Skills: Proven excellent negotiation skills and experience in drafting policy and papers.
  • Ability to understand evolving macroeconomic perspectives.
